Governor Newsom announces appointments 8.31.2026
SACRAMENTO – Governor Gavin Newsom today announced the following appointments:
Kasey Young, of Modesto, has been appointed to the State 911 Advisory Board. Young has been Executive Director at Stanislaus Regional 9-1-1 since 2024, where she held several other positions from 2022 to 2024 including Interim Executive Director and Deputy Director. She held multiple positions at Alameda County Regional Emergency Communications Center from 2013 to 2022, including Quality Assurance Coordinator, Fire Dispatch Supervisor, and Fire Dispatcher. Young held multiple positions at American Medical Response from 2011 to 2015, including Emergency Medical Dispatch Quality Assurance Specialist, Communications Lieutenant, and Training Officer. She was Dispatcher of Fire, Emergency Medical Services, and Patrol at North County Dispatch Joint Powers Authority from 2010 to 2011. Young was a Dispatcher at Rural/Metro Corporation from 2008 to 2010. She was a Communications Training Officer at American Medical Response from 2008 to 2010. Young is Second Vice President of the California Chapter of the National Emergency Number Association and a member of the California Emergency Medical Dispatch Support Group. She earned a Bachelor of Arts degree in Business Administration and Management from Columbia Southern University. This position does not require Senate confirmation and there is no compensation. Young is a Democrat.
Reye Diaz, of Sacramento County, has been appointed to the Board of Parole Hearings. Diaz has been Assistant Chief at the California Department of Justice since 2025. He was a Special Agent in Charge at the California Department of Justice from 2023 to 2025. Diaz was a Criminal Investigator for the County of Sacramento from 2021 to 2023. He held multiple positions at the California Department of Justice including Special Agent Supervisor from 2015 to 2021 and Special Agent from 1999 to 2015. Diaz earned a Bachelor of Arts degree in History from California State University, Sacramento. This position requires Senate confirmation and the compensation is $210,249. Diaz is a Democrat.
Brittiany Bearden, of Sacramento County, has been appointed to the Board of Parole Hearings. Bearden has been Deputy Legal Affairs Secretary in the Office of Governor Gavin Newsom since 2020. She was Lead Graduate Legal Assistant for California Board of Parole Hearings from 2018 to 2020. She was a Research Assistant at the University of the Pacific, McGeorge School of Law from 2016 to 2017. Bearden was Co-Mediator in the Prisoner Civil Rights Mediation Clinic at the University of the Pacific, McGeorge School of Law in 2016. She earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law and a Bachelor of Arts degree in Political Science and Government from the University of the Pacific. This position requires Senate confirmation and the compensation is $210,249. Bearden is registered without party preference.
Gilbert Infante, of Ventura County, has been reappointed to the Board of Parole Hearing, where he has served since 2023. Infante was a Commissioner for the Board of Juvenile Hearings from 2017 to 2023. He held several positions at the California Department of Corrections and Rehabilitation from 2007 to 2017 including Treatment Team Supervisor, Parole Agent I, Senior Youth Correctional Counselor and Youth Correctional Counselor. Infante earned a Bachelor of Science degree in Criminology from California State University, Fresno. This position requires Senate confirmation and the compensation is $210,249. Infante is a Democrat.
Catherine Purcell, of Solano County, has been reappointed to the Board of Parole Hearings, where she has served since 2021. Purcell held multiple positions at the State Bar Court of California including Presiding Judge from 2014 to 2021 and Review Judge from 2008 to 2014. She was a Judge at the Kern County Superior Court from 2001 to 2008. Purcell was a Deputy District Attorney for the Kern County District Attorney’s office from 1989 to 2001. She was Business Management Consultant at Merchant Overseas Property Group Ltd. from 1991 to 1992. Purcell was an Attorney at the Law Offices of Terry M. Giles from 1987 to 1989. She was an Associate at Gibson, Dunn & Crutcher from 1986 to 1987. Purcell was a Judicial Attorney Clerk for the Honorable Malcolm M. Lucas at the California Supreme Court from 1985 to 1986. Purcell was a Registered Nurse for the Los Angeles County Men’s Central Jail from 1981 to 1982. She earned a Juris Doctor degree from Pepperdine, Caruso School of law and a Bachelor of Science degree in Nursing from California Lutheran University. Emily Sheffield, of Sacramento County, has been reappointed to the Board of Parole Hearings, where she has served since 2024. Sheffield was a Senior Appellate Attorney for the Third District Court of Appeal from 2020 to 2024. She was a Civil Research Attorney for the Sacramento County Superior Court from 2014 to 2020. Sheffield was an Associate at Morrison & Foerster LLP from 2010 to 2014. She was a Law Student Volunteer for the Exoneration Project at the University of Chicago Mandel Legal Aid Clinic from 2007 to 2009. She earned a Juris Doctor degree from the University of Chicago Law School and a Bachelor of Arts degree in English from the University of California, Berkeley. Robert Barton, of Sacramento County, has been reappointed to the Board of Parole Hearings, where he has served since 2017. Barton held multiple positions at the Office of the Inspector General including Inspector General from 2011 to 2017 and Senior Assistant Inspector General from 2005 to 2011. He held multiple positions at the Kern County District Attorney’s Office including Supervising Deputy District Attorney from 2000 to 2005 and Deputy District Attorney from 1988 to 2000. Kevin Chappell, of Sacramento County, has been reappointed to the Board of Parole Hearings, where he has served since 2016. Chappell was a Retired Annuitant Correctional Administrator at California Correctional Health Care Services from 2015 to 2016. He was Warden of San Quentin State Prison from 2012 to 2014. Chappell held two positions at Folsom State Prison including Chief Deputy Warden from 2010 to 2012 and Associate Warden in 2010. He held multiple positions at the Department of Corrections and Rehabilitation from 2006 to 2010 including Chief of the Classification Services Unit, Correctional Administrator of the Division of Adult Institutions and Facility Captain of the Classification Services Unit. Chappell was a Correctional Lieutenant at Richard A. McGee Correctional Training Center from 2004 to 2006. He held two positions at the California Medical Facility Vacaville including, Correctional lieutenant from 2001 to 2004 and Correctional Counselor and Correctional Sergeant from 1995 to 2001. Chappell earned a Bachelor of Arts degree in Political Science from University of California, Davis. This position requires Senate confirmation and the compensation is $210,249. Chappell is a Democrat.
Nancy Miller, of Sacramento, has been appointed to the California Transportation Commission. Miller has been Of Counsel for Sloan Sakai, LLC since 2026 where she was Partner from 2015 to 2026. She held multiple positions at Miller, Owen & Trost from 1979 to 2015 including, President, Principal, and Partner.
