On or about August 18, 2026 the Town of Altavista will submit a request to the Virginia Department of Housing and Community Development (DHCD) for the release of Community Development Block Grant Housing Rehabilitation Grant funds for purposes congruent with Section 5305(a)(b) under Title I of the Housing and Community Development Act of 1974 (PF 93-383), as amended, to undertake a project known as the Mosley Heights Community Revitalization Project, to include housing rehabilitation and/or substantial reconstruction of eight owner-occupied and/or investor-owned homes in a portion of the Mosley Heights Community Project Area defined as the area that extends from Park Street at the southernmost point to Cozy Hill Lane at the northernmost point and includes Franklin Avenue to Amherst Avenue, and 10th-15th Streets, School Street, and Eudora Lane. The overall acreage of the Project Area is approximately 118.46 acres however only nine properties total are receiving direct benefits, two of which are proposed to be substantial reconstructions totaling a land area of approximately .14 acres. The remaining six are standard housing rehabilitation projects.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements therefore an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at The Town of Altavista Municipal Building, 510 7th Street, Altavista, VA 24517 and is available for public examination and copying upon request weekdays 9:00 A.M. to 5:00 P.M.

PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Office of Planning and Community Development, 510 7th Street, Altavista, VA 24517. All comments received by August 17, 2026, will be considered by the Town of Altavista prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION
The Town of Altavista certifies to DHCD that Gary Shanaberger in his capacity as Altavista Town Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. DHCD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Town of Altavista to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS
DHCD will consider objections to its release of funds and the Town of Altavista’s certification received by September 1, 2026 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Town of Altavista approved by DHCD; (b) the Town of Altavista has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DHCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to DHCD at: Director, Virginia Department of Housing & Community Development, Attn: Program Administration and Assistance Office, Main Street Centre, 600 E.
